HEIC decoder notices

This application uses an unmodified libheif-js 1.23.5 WebAssembly bundle.
It is loaded separately from /heic/libheif-bundle.mjs, only when the browser
cannot decode a HEIC image natively. The application and decoder communicate
through the library's public JavaScript API. The decoder is not merged into
the application's JavaScript bundle and can be replaced with a compatible build.

corresponding libraries. No library source modifications were made for this
